The national project "Personnel" will make it
possible to synchronize the needs of the economy and personnel training. This
was announced by Tatyana Golikova, Deputy Prime Minister of the Russian
Federation, during the online marathon of the federal stage of the All-Russian
Employment Fair "Work of Russia. Time of Opportunities" in the
pavilion of the Government Coordination Centre at the International RUSSIA
EXPO.
The central session of the business program of the
All-Russian Employment Fair, dedicated to the new national project
"Personnel" and forecasting staffing needs, was held in the mode of
teleconference in two studios at once: in Moscow and in the city of Tosno,
Leningrad region, the site of the All-Russian Employment Fair.
Participants in the session included Deputy Minister of
Industry and Trade Ekaterina Priezzheva, Deputy Minister of Agriculture Ksenia
Shevelkina, Deputy Minister of Education Anastasia Zyryanova, State Duma deputy
Andrei Isaev, Deputy Chairman of the FNPR (Federation of Independent Trade
Unions of Russia) Nina Kuzmina, Vice President for Social Policy and Labor
Relations of the RSPP (Russian Union of Industrialists and Entrepreneurs)
Viktor Cherepov, representatives of JSC Russian Railways, JSC Apatit, JSC
Roskar Poultry Farm, PJSC Vyborg Shipyard, JSC Tikhvin Freight Car Building
Plant, LLC Kingisepp Plant.
"The national project will make it possible to
synchronize the needs of the economy and personnel training. Therefore, our key
task in working on the project is to build a clear interaction between
employers, institutions of higher and secondary vocational education. Now we
are at the stage of forming the key contours of the future national project. We
are waiting for proposals from the regions, our social partners: employers and
trade unions. In just the next two weeks the national project
"Personnel" will be presented to the chairman of the government, and
on September 1 — to the head of state. By that time the project will be
financially approved and all the funds necessary for its implementation will be
included in the draft federal budget for the next budget cycle," said
Deputy Prime Minister of the Russian Federation Tatyana Golikova.
One of the events of the national project will be the
preparation of a five-year plan of staffing needs, which will be updated
annually. This forecast will be the basis for the distribution of admission
control figures.
"Five years ago, less than half of college students
studied in technical fields. Simply put, they were recruited not under the
needs of the economy, but as it was customary or convenient for colleges. We
have changed the structure of admission. Now the enrollment in technical
specialties is more than 56%. Practical training of college students has been
strengthened. If earlier the
curriculum was dominated mainly by theoretical training, now practice takes
about 80% — this is what today's secondary vocational education is based
on", — said Deputy Minister of Education Anastasia Zyryanova.
The necessity of linking personnel training to the real
needs of the economy is noted by the country's largest employers, who presented
their personnel practices at the All-Russian Employment Fair.
"In order to cope with the current challenges of the
labor market, we keep in focus two basic tasks: the forecast of staffing needs
and the organization of personnel training. For example, in order to train
specialists with secondary vocational education, the company has joined the
federal project "Professionalism". Today, ten railroad clusters have
been opened across the country, and two more will be opened this year. This is
a good example of cooperation between the state, employers and educational
organizations," said Dmitry Shakhanov, Deputy Director General of JSC
Russian Railways, one of the participants of the platform.
During the implementation of the national project, 100% of
schoolchildren will be covered by career guidance activities. The session
participants shared their experience of career guidance work.
"Over the period from 2023 to 2024, more than 800
schoolchildren got acquainted with the main professions of the plant, learned
about the advantages of working at an industrial enterprise and production
opportunities. This is done to make the kids understand that having received a
working specialty, they will be in demand and will be able to continue their
professional development path at our enterprise," Evgeny Kuzmenko, CEO of
JSC Tikhvin Freight Car Building Plant, shared at the site in Tosno.
Employment support measures will cover more than 150
thousand adult job seekers annually. These include free retraining, subsidized
hiring, equipping workplaces for specialists with special needs and subsidizing
labor mobility. Employers are already actively involved in the work on adult
retraining.
"KMZ LLC has a strong tool in its structure — its own
training centre, which allows to obtain a working profession or a new
specialization, ensuring the closure of internal staffing needs. Our HR concept
also provides for an attractive system of employee motivation, emphasis on
comfortable teamwork, and the possibility of realizing individual career
trajectories. Current conditions dictate the need to combine the efforts of
industrialists, education and government bodies to create conditions for the productive
provision of enterprises with qualified workers. Popularization and formation
of prestige of working professions is the main common task," said
Vyacheslav Rudenkov, Technical Director of Kingisepp Machine-Building Plant
LLC, a participant of the online session.
The All-Russian Employment Fair is held annually on behalf
of the President. More than 2 thousand sites took part in the federal stage of
the All-Russian Employment Fair, where 18.5 thousand organizations presented
their vacancies. During the online marathon of the All-Russian Employment Fair,
four sessions were organized in eight regions — district capitals of the fair.
Youth employment was discussed in Vladivostok and Omsk, industrial staffing —
in Yekaterinburg and Ufa, services for job seekers and employers, as well as
the best corporate practices — in Mineralnye Vody and Krasnodar.
The All-Russian Employment Fair is organized by the Russian
Ministry of Labor and regional employment centres with the participation of the
RSPP, FNPR, sectoral associations of employers and trade unions, educational
organizations, public associations, and the Russian Student Squads. Information
support for the events of the All-Russian Employment Fair is provided by ANO
"National Priorities" and ANO "Dialogue".
The National Centre RUSSIA will host a series of presentations titled "Journey Across Russia's Gastronomic Festivals."
The National Centre RUSSIA today meets the needs of various professional communities for communication and exchange of experience.
